Global Logistics Cluster Preparedness
The Global Logistics Cluster (GLC) Preparedness project aims to help strengthen national supply chain resiliency and emergency preparedness, focusing on supply chain mapping, supply chain capacity gap identification and analysis, and subsequently supply chain risk mitigation.
The project has six pilot countries chosen by Global Logistics Cluster partners: Haiti, Madagascar, Nigeria, Indonesia, Myanmar and Bangladesh. Global Logistics Cluster staff are currently based in Haiti, after the closure of the Hurricane Matthew emergency response, to pilot the project and its key tools. The Cluster team in Haiti is multi-sectoral, bringing together humanitarian, development and private sector actors in supporting government capacity.
Information Management and the Preparedness Platform
The collection, compilation, analysis and distribution of accurate and up to date data and information is the key enabler of the GLC’s Preparedness work. Mounting supply chain complexities and the need for faster responses at less cost necessitates a self-service analytics platform, driven by user collaboration and available to all stakeholders.
Once fully developed, the GLC Preparedness Platform will fulfil this function and be the key instrument of the project. It is currently under development, in a joint effort by the GLC and the WFP Geographical Information System (GIS) unit.
The Platform provides visibility on existing Preparedness initiatives and on supply chain networks, capacities and gaps in the focus countries, regionally, and globally. It gathers information on preparedness partners, their assets, projects, and activities, and link them together through high resolution geo-location, thematic areas and supportive logistics information.
It also informs decision-making as an operational analysis tool, allowing key operational data to be visualized and analysed in one source. Moreover, it enables modelling and simulations to be undertaken as part of key preparedness project activities.
Data is both sourced and available to partner organisations on the ground through the use of partner mapping Geo-Forms and other secondary sources. The data is extractable from the Platform according to need for preparing and responding organisations.
Added Value
As a toolset innovation for the GLC, the platform is positioned to take static LCA data, Rapid Assessment data and other relevant global supply chain datasets and immediately visualise these over dynamic map layers. This visualisation means that we can interact with the data and gain more preparedness and operational insights.
It will add value in improving response efficiency, in sharing information and increasing visibility, and in facilitating greater coordination and collaboration within stakeholder networks.
Preparedness saves lives and money during disasters and crises. Adequate preparedness by national actors can also significantly improve first response at the local and national level, and reduce the need for international mobilization. This goal focuses on supporting the national logistics capacity of identified disaster prone countries.
Goal 1: PREPARE
Strengthen the immediate response capacity of national actors in disaster-prone countries and identify the best capacities for response.
Objective 1: Strengthen logistics capacities on national and cross-border levels.
Objective 2: Encourage active collaboration and ownership of tasks by LC community involving various actors such as civil protection, public and private sectors and other clusters.
Six Priority Countries: Bangladesh, Haiti, Indonesia, Madagascar, Myanmar, Nigeria
